The following question and photos were sent to me... I don't think it is marine related ... but I don't know. Anyone know what it is?

Hi!
I was wondering if you could help me.I have this piece of machinery but I don't know what it is.It was made by -The Buda Co.,Harvey,IL.with the letters and numbers of -HD11,HD12,with I think a dollar sign on it too. It's cast iron with 2 wheels, chains, sprockets, wood handle. I'm enclosing a few pictures of it.I hope you can help me.I'd be ever so grateful.Thank you.And if you don't know what it is,I'd really appreciate a response. Thanks again!
Mary Tschida
