M-60 oil leak

My M-60 is leaking oil from the water pump drive shaft and I�m not sure why. The oil seeps out while the engine is running and then the rate increases after the engine stops. I have taken off the bearing that attaches to the bottom of the distributor through which the pump drive shaft goes. I can�t figure out what is supposed to seal the oil in. The shaft goes through a steel bearing that I presume is not designed to keep the oil in. Behind the bearing I found a thick rubber bushing/washer whose ID is much bigger than the diameter of the drive shaft. Can anyone tell me what mechanism is supposed to prevent oil leaking out from around pump�s drive shaft and therefore give a clue on how to fix my problem? I didn�t notice this problem before rebuilding the engine. My rebuild did not touch this mechanism so I don�t know what�s going on. Any advice would be much appreciated.
