This is just a thought, but has anyone ever plugged up the cooling water entry at the top of the exhaust outlet and made the entry for the water on the side of the expansion chamber cover plate in one of the drain/inspection plugs.
I have seen pics of Stuarts fitted with thermostats having this as a bypass system.
If this works it would solve the problem of the exhaust outlet rusting out and eliminate two water tight joints.

I think the manufacturer knew what they were doing when the designed the water cooling system. Preheating the water before it hit the cylinder block has probably prevented a lot of cracked blocks.
