I saw a picture of an Acadia 4 hp that had a drain cock mounted on the low point of the crankcase, I assume to drain excess fuel from flooding? Any ideas if this can be retro installed on a 4 HP Atlantic?

Sure just drill and tap for 1/8 or 1/4 pipe. What ever size drain cock you plan to use.
If the engine is together use grease on the drill and then on the tap to catch the metal chips
