Syracuse New York 1906 Palmer Moore engine company
formed according to Onondoga county records. We have discussed this open base two cycle marine engine here several times.

This earlier 1904 ad came up while searching other 1904 marine engines and was entered as 2002 entry in data base !
This was an earlier company different partner using Edward Moore's engine design, this company also had a different address in Syracuse !
Can't tell from ad or photo if it was an open base engine ? It had the very distinctive square cylinder and head design ?

This sounds like the Caron design of engines, made in the 1930's in Montreal.
Their engines had a wet oil sump that lubricated the bearings.
It turned out to be a good idea, but expensive to manufacture. Some of the restored DisPro boats have the Caron egine.
