I would agree with Richard that it is an outboard. I have had a couple engines like this. The biggest clue is that it does not have any mounting bracked as part of the base casting. There is no way to mount it to the engine bed (or at least no way that is consistent with how inboards of the day were produced). Some motors like this were converted to inboards by adding a mounting bracket. As an outboard it would have had a separate mounting bracket that would clamp onto the transom.
What kind of outboard is it...? I don't know. Caille, Evinrude,....??? Maybe someone will add some thoughts.
You could check Peter Hunn's book and you might find something similar.
