After rebuild Hercules IXB found two head studs would not hold torque due to fine threads bad
Should I remove and replace one stud at a time and can I replace only the two

Changing studs shouldn't be a problem if you can remove them. Were they recently out, that would make it easier. I think the SAE fine is on the nut. I would replace all nuts with grade 8, double check your torque specs.
