Cleaned the fuel filter today on my P60 which has a Zenith carb. The engine was running a little rough so took I the filter/water separator apart to clean it. As I suspected the water separator had done its job and separated out some water as well as filtered out some light crud. I reassembled everything and after running the engine for less than a minute the engine stalled. At that point I noticed the carb was spewing fuel directly out of the air intake throat into the bilge. Whenever I turn on the key the electric fuel pump pumps the fuel directly through the carb without any restriction. This is a first for me - but I am guessing the float has become stuck and won't shut off the fuel when the bowl is full.

If this is not the problem then what is the cause?

Do I need to rebuild the carb?

You probably dislodged a piece of trash, it got caught between the needle and seat. Once it's in there the float holds it and the fuel keeps coming. If this happens on the water you can try this. Shut the fuel valve off, hold the throttle open, and crank untill it starts. Run it until it's out of fuel. The float will drop and pull the needle away from the seat. Open the valve and the incomimg fuel should wash the trash from the needle and seat. A flooding carb in a boat is a fire hazard so be careful.

Thanks Richard and J.B.. I was able to remove the drain plugs from the bowl and spray some carb cleaner into the bowl (I also drained and cleaned the gas tank) - stopped the overflow and the engine purrs like a kitten now at about 800 rpm. Still having problems at higher speed under load for which I have written a new post.
