If I want to O/haul one of these engines .. who and where to I start for parts?

Is the Des IH 264 on the Palmer mean it is International Engine?

I cannot answer as to what Des stands for. Palmer converted a lot of IHC 264 engines for marine purposes. They called them the Spacemaker. It is easy to determine if it is a Spacemaker. Palmer in rotated the engine about 45 degrees. To make true rights and true left engines they simply put the flywheel on the opposite end of the crankshaft. You should be able to get engine parts from any IHC truck engine dealer. If the engine was fresh water cooled then check that the exhaust manifold was also fresh water cooled. If the engine was salt water cooled it probably isn't worth rebuilding. If the exhaust manifold was salt water cooled then get a replacement exhaust manifold before wasting time on the engine.
You can try VALU-BILT tractor parts on 1-888-828-3276 www.VALU-BILt.COM Save all the marine parts, carburetor, water pumps, mounting hardware flywheel etc. Don't throw anything away until you have reassembled the engine as you may find some parts are unique due to the way the engine was oriented on its side. I am assuming you could get a rebuilt short block and simply bolt up all the marine parts and be back in business. Have never tried to do that but it would appear from studying my 264 it should be a relativly easy job to get essentially a new engine. I your old block is fresh water cooled then have it rebuilt using the marine crankshaft so there is no question it will bolt back together with the crankshaft reground and standard IHC inserts, valves, springs etc. Best I can offer. There may be others that can contribute much more than me.
