Do you mean he removed the el faceing toward the reverse gear on the valve cover plate behind the carburetor. If that is the case I can send you a replacment valve cover plate. all you need is a short length of plastic pipe to connect the valve cover tube to the tube on the back fire trap. Air flow over the PCV tube on the face of the backfire trap reduces the air pressure in the crankcase and the filter in the dip stick allows air to flow into the crankcase. It should be cleaned with gasoline occasionly as it picks up lint and what little dust one has on most boats.
The valve cover plate has an inside plate which keeps the oil in the crankcase from being sucked into the carburetor intake. Sound like you must have a blockage in the needle valve portion of the carburetor.
