Is there a certain # on the oxy/air dials on a Johnson sea horse 5.5 CD-16 and is the octane of the gas make a diff

No they are for reference only
Just use regular gas with a ratio of 1 qt to 6 gallons of gas. These run best if you use 30W non detergent oil not modern OB oil.
Adjust the idle and high speed for best running
