or is it a steam valve from a radiator as someone on Harry's suggested??

Looks like a sediment bowl with fuel shut off. The bottom screw allows for draining of water and debris.

Model T Ford sediment bowl for 1926-1927. Mounts on pass side firewall where fuel tank neck comes through firewall.
