It looks like they are evemly spaced at 1/5th intervals. Like a cap. but I do not see a line at the flywheel. re-shoot the picture showing the keyway. that may help

Looks like someone may have bored the flywheel and put a bushing in it. |

Well, after cleaning the flywheel hub up with a wire wheel, and a little guess work, I learned that the cracked ring was nothing more than a lock washer, and the end was a "nut".
