Just rebuilt a 1911 patent Cushman binder Model C and installed a magneto. The engine smokes but won't run. The spark is issued at about 90 past TDC and a 180 degree change puts it about 90 before TDC. Carburetor appears to work but it could be a gas delivery issue--the needle valve is 3 turns open. I should think the spark should be timed at or just before TDC? Any help out there? I' also looking for a clutch--this will go in a 15' boat. 15' BoatCushman

Doug, just my 2 cents but 3 turns open on the needle valve sounds too much and it might be flooding, standard opening is around 1 to 1.5 turns open and then closing back slightly to lean it out as she warms up. start rich, run lean and find the sweet spot.
Apart from that, I'm reading the spark is firing at 90 degrees on the flywheel past TDC, if that is so then something is messed up.
