I have a palmer 60 in a 30 ft sailboat.Rcently I replaced the origornal prop with a indigo three blade prop.It was a 1 to 1 ratio before.Indigo says the cruesing rpms should go from 1600 to around 1900.The engine will not turn over 1700 and at that makes strange sounds.Ive been told valve float or preegnition.Any ideas.

The noise might be pinging (engine knock) which usually indicates that the ignition timing is too far advanced. Disregard valve float.
